Introductory speech by Ernst Wilhelm Contzen, Chairman of the ABBL

 

On the occasion of my first speech to the ABBL, I used the proverb “United we stand – divided we fall”: Together as one we will have the power to create a successful future for our financial place – our Number one: Luxembourg.

That is the challenge to be mastered!

Our industry is still facing tremendous public debate in the aftermath of the disruptions caused by the financial crisis, particularly in regard to compensation principles, banking taxation and both the current and future regulatory landscape. These difficulties arose during the financial crisis, and Luxembourg is not the only financial centre having to face them. The confidence in many parts of the global financial sector has been severely damaged. In the context of continuing economic and financial crisis the ABBL has set itself priorities to rebuild citizens’ trust in Banks.

In order to unify the different groups and stakeholders of the financial place, it is necessary to talk to them:


Lots of meetings, discussions and brainstormings took place in the last weeks: It is necessary to get to know each other and to get to know the ABBL in order to recognize that the ABBL can be the “think tank” and the “melting pot” of the ideas, problems and of the future of the financial place.

It is not enough only to listen, therefore the ABBL should be, as the organisation for the financial place, the voice of the financial sector

During the first hundred days we were able to let that voice speak: The banking sector is the most important sector. Our voice has to be heard concerning the discussions of the important decisions taken in Luxembourg as for example:

  • Tripartite
  • Social costs
  • Taxes
  • Regulations

In these fields it will be also important to create unity, in order to give our financial place and the whole country a successful future.

To my mind, unity is key to preserve Luxembourg’s community. All actors of the Financial centre must work closer together to face upcoming challenges. It will be necessary to create a common vision and strategy for the future. There has to be a collective participation in the development of better regulation und in setting up the rules for our financial place. The same applies to the promotional activities.

Promotion does not only mean the international communication. For us, promotion also means to improve the communication with for example the Citizens in Luxembourg in order to create understanding of the importance of the financial sector for our country as a whole and to understand banks’ difficult situation to counter unjustified bank bashing.

Luxembourg as an international place also has to improve its communication towards International citizens and members: Luxembourg is an open minded place – and that´s what we want to show - in our country and in the whole world.

Building trust also means the foundation of a good reputation: We must have zero tolerance for reputational risk. Damage to our reputation equals damages to Luxembourg as a financial centre. We cannot afford negative press coverage. The ABBL fully supports all government amendments of the anti-money laundering law in preparation since FATF report.

Banks should implement the new requirements promptly – “The better we know our customer the better we can serve them"

Traditional Private Banking combined with a banking secret based on the old understanding will change. Here in Luxembourg we should have a so called “Professional Banking Secret” that respects and protects the individual´s privacy. Privacy protection means also: no automatic exchange of information.

In regulatory matters it is necessary to have ongoing, open and effective dialogue between the politicians, the regulators, the central banks and the banking industry in order to clearly explain of the consequences of the proposed rules and in order to implement rules which are beneficial for our financial place!

During these hard times when competition dictates prices we cannot simply continue as before. Only by cost cutting can we survive and only with moderate taxes we can attract new customers and create new jobs.

There is still a lot of work to do to create that mentioned successful future for Luxembourg and its financial industry. Nevertheless it will be important to rebuild citizens’ trust in Banks.

As you all know, it is important to market and render sustainable ALL the major pillars of the financial centre. These are:


•    Private banking & wealth management
•    The fund industry
•    The international credit business
•    The insurance sector

Communication can be a mean to reach that aim. In that context, the press is very important for us. You helped us in the last hundred days to be present in the public. Thank you for doing that!
