About this event

The foundation of modern tax systems were laid down before globalisation and mass consumption, before the emergence of climate disruption and water supply risks, and before digitisation, automation and robotisation. Considering today’s fast-changing world, tax systems will need to adapt. In order to craft a tax system that is fit for the 21st century, it is necessary to rethink what governments should be taxing and how the revenues are used.

Luxembourg aims to be a frontrunner in achieving a carbon-neutral circular economy. How to align fiscal policy with these goals? And what is the role of tax in making a circular business case?

The “Nohaltegkeetsrot” and INFINO asbl  invite to a seminar with Femke Groothuis from Ex’Tax, during which will be presented the results of several studies by The Ex’tax Project on the potential of tax reform as enabler of the circular economy and the SDGs.

Participants will be introduced to the tools developed by Ex’tax to analyse the design and impacts of fiscal instruments that shift the tax burden from labour (work) towards the use of natural resources (such as water, fossil fuels, and carbon emissions).

Femke Groothuis is co-founder and president of The Ex’tax Project (www.ex-tax.com), a think tank focused on fiscal innovations to boost the SDGs and the circular economy. The foundation works with experts and business leaders to enhance understanding of the dynamics of a tax shift from labour to natural resource use and pollution.

Ex’tax has, amongst others, published studies on fiscal reform in the NetherlandsFinland and the European Union. Recently, Groothuis wrote a paper for the ACCA (the global Association of Chartered Certified Accountants): ‘Tax as a force for good: rebalancing our tax systems to support a global economy fit for the future‘. Groothuis is an analyst, adviser, publicist and public speaker. Between 1999 and 2009, she was Investment Manager at Ex’tent Green Venture Capital, a Dutch impact investment fund.
