Strengthening Luxembourg’s preparation for the European Digital Identity Wallet

The ABBL, together with the Luxembourg Ministry for Digitalisation and the Centre des technologies de l’information de l’État (CTIE), has reinforced its cooperation to support the national roll-out of the European Digital Identity (EUDI) Wallet, a key initiative under the EU’s eIDAS 2 Regulation. This collaboration reflects a shared ambition: enabling secure, privacy-preserving and interoperable digital identification for citizens, businesses and financial institutions in Luxembourg and across Europe.
Summary
Laying the foundations for a national wallet ecosystem
During a dedicated working session on 11 November 2025, the Ministry for Digitalisation presented the foundations of the EUDI Wallet, which will allow individuals and companies to authenticate themselves, share verified digital credentials and sign documents with full legal value.
Luxembourg must provide at least one national wallet solution by 24 December 2026, and the Ministry outlined the ecosystem required to achieve this, from issuers of official attestations to relying parties, supervisory bodies and trust-service providers.
Opportunities for the financial sector
For the financial sector, the EUDI Wallet offers significant potential. Banks see clear opportunities to simplify and secure client onboarding and due diligence, strengthen authentication and electronic signatures, prevent fraud and support AML/CFT compliance through verified, standardised digital credentials.
Several concrete use cases were discussed, including:
- remote identification,
- reusable KYC information,
- issuance of bank-specific attributes (such as IBAN certificates),
- secure payments,
- cross-border interoperability.
Accelerating adoption through collaboration
To ensure smooth implementation, the Ministry for Digitalisation and CTIE will work closely with the ABBL so that banks receive timely guidance on technical requirements and the future national digital identity framework.
The upcoming national legal framework, currently progressing through the legislative process, will clarify governance roles, define enrolment procedures and establish mechanisms for both public and private issuers and relying parties.

This joint effort marks an important milestone for Luxembourg: aligning the financial sector with upcoming European standards while ensuring that the EUDI Wallet becomes a trusted and practical tool for everyday digital interactions.
The ABBL will continue engaging its members to prepare them for the next phases of implementation and to ensure a smooth integration of wallet-based identity services across the banking ecosystem.
