ABBL/CSSF Workshop – Governance for Payment and E-money Institutions (Circular 26/906)
The Luxembourg Bankers’ Association (ABBL) invites its members to a dedicated and interactive workshop on the recently published CSSF Circular 26/906 on central administration, internal governance and risk management applicable to Payment Institutions (PIs) and Electronic Money Institutions (EMIs).
We will welcome Suzanne Weber, Deputy Head of Department, and Karen O’Sullivan, Head of Department, Innovation, Payments, Market Infrastructures and Governance at the CSSF. They will present the main requirements of the new circular and clarify supervisory expectations.
About the workshop
This session will:
- Present the key governance, central administration and risk management requirements introduced by Circular 26/906
- Clarify the CSSF supervisory approach and expectations
- Address practical implementation challenges for PIs and EMIs
- Provide participants with the opportunity to raise questions directly with the CSSF
To ensure a focused and relevant discussion, members are invited to submit their questions in advance to digital@abbl.lu by 12 March 2026.

This workshop is reserved to ABBL members – Payment Institutions and Electronic Money Institutions, members of the Law Firms Forum and Consulting Firms.
Participation is limited. Registrations will be confirmed on a first come, first served basis and subject to capacity constraints.
