UEL meets new Minister of Labour: ABBL takes part in discussions on labour law modernisation and competitiveness
Published on 13 January 2026
A UEL delegation met with the new Minister of Labour, Marc Spautz, on Monday 12 January, in a first exchange marking the resumption of social dialogue. The ABBL took part in the delegation alongside the ACA. Following the meeting, Jerry Grbic, CEO of the ABBL, emphasised the importance for the financial sector to take part in discussions that shape Luxembourg’s economic and social future, particularly in a context marked by growing uncertainty. Luxembourg’s financial sector is a major pillar of the national economy. It contributes substantially to public finances, both directly and indirectly, and employs around 120,000 people.
Summary
Modernising the framework, with flexibility in focus
The exchange centred on the modernisation of the legal framework, with particular attention to working time organisation and the need for greater flexibility.
European directives were also discussed. Their implementation requires a pragmatic and balanced approach that recognises both economic constraints and social considerations.
Social dialogue, responsibility and Luxembourg’s attractiveness
Jerry Grbic reiterated that the financial sector remains fully committed to social dialogue and welcomes its resumption. This commitment reflects the sector’s responsibility towards the country, especially in a context of uncertainty.
He also recalled that the financial sector rests on one indispensable foundation: people, their talent, expertise and know-how.
Today, 82% of the workforce is non-Luxembourgish. These highly skilled professionals can pursue careers in other European and international financial centres. Luxembourg’s ability to attract and retain them depends, among other factors, on maintaining a sustainable and attractive welfare state.
A shared objective within the UEL
Within the UEL, the ABBL and the ACA share a clear objective: to identify balanced solutions that provide a stable environment for companies, protect existing jobs, create new ones and preserve international competitiveness, which underpins Luxembourg’s prosperity.
