Verification of Payee: consolidation in Europe and strong adoption in Luxembourg

The roll-out of Verification of Payee (VoP) is progressing steadily across Europe, reinforcing its role as a key tool to make account-to-account payments more secure. Following the successful go-live in Luxembourg in October 2025, new figures from the European Payments Council (EPC) confirm broad uptake among payment service providers and a strong operational start throughout the SEPA area.

    A European initiative to reinforce payment security

    VoP enables payment service providers to check whether the beneficiary’s name corresponds to the IBAN before a transfer is executed. This additional step helps prevent misdirected payments and supports the fight against fraud—an objective placed at the heart of recent European legislative developments.

    According to the latest EPC update, thousands of providers across Europe have already joined the VoP scheme, supported by shared technical infrastructure that ensures interoperability and consistent service levels. This rapid expansion demonstrates the sector’s commitment to strengthening the security of digital payments.

    Luxembourg’s implementation: first results and lessons

    Luxembourg’s financial sector introduced VoP on 9 October 2025, completing a demanding project within a short timeframe. As outlined in our previous publications:

    The transition required significant technical upgrades and coordination across banks and payment providers.

    Initial feedback from national stakeholders shows that:

    • 60% of checks result in a full match,
    • 19% in a close match,
    • 14% in a no match,
    • 7% in a “verification not possible” outcome.

    These figures underline the importance of accurate beneficiary naming, both for consumers and businesses. Beneficiary lists and invoices should be reviewed to ensure that the account name corresponds to what is registered by the bank.

    Luxembourg in the European landscape

    According to the EPC’s most recent overview (as of 7 November 2025), Luxembourg counts more than 50 active participants in both SEPA Credit Transfer and SEPA Instant Credit Transfer. This high level of participation confirms the country’s strong integration into the European payments landscape.

    In proportion to the size of the national market, Luxembourg therefore remains one of the most advanced SEPA jurisdictions, with broad reachability and consistent readiness across providers.

    • coordinating exchanges between banks, PSPs and technical stakeholders
    • providing guidance and awareness materials
    • promoting consistent communication towards customers
    • monitoring operational developments, especially for cross-border transfers

    As VoP adoption continues to grow across Europe, the ABBL will remain actively involved, ensuring that Luxembourg’s financial sector maintains a high level of security, consistency and user experience.
