[Talent Focus] Tools to support recruitment and reskilling in Luxembourg

As the competition for skilled professionals continues to intensify, public and private institutions across Luxembourg are strengthening their efforts to attract talent and support long-term employability. In this context, several national tools and initiatives have recently been developed, offering concrete support to both employers and jobseekers.

    The job-matching platform Work-in-Luxembourg.lu, promoted by ADEM and supported by the ABBL, is designed to connect employers with highly qualified candidates in sectors facing labour shortages.

    Access to the platform is limited to candidates whose profiles match officially recognised shortage occupations on the Luxembourg labour market. This ensures relevance, focus and efficiency for both applicants and recruiters.

    A new policy instrument: the Skills-Plang

    The recent adoption of Bill No. 8234, establishing the Skills-Plang, marks a new stage in Luxembourg’s national skills strategy. This initiative aims to promote forward-looking workforce planning by supporting targeted upskilling and reskilling.

    Key features of the Skills-Plang include:

    • Increased financial support for companies
    • Focus on employees requiring substantial training to maintain or regain employability
    • Coverage of training programmes that contribute to long-term professional development

    In practical terms, companies will be able to work with accredited consultants to design a tailored skills development plan, with co-financing from the State for related training actions.

    ADEM is expected to launch a call for applications to accredit consultants. Practical details and eligibility criteria will be published shortly at: www.adem.lu

    Promoting Luxembourg internationally

    Beyond recruitment tools and skills policies, promotion also plays a key role. Through the #MoveToLux campaign and its dedicated video series, Luxembourg for Finance (LFF) is helping to position the country as an attractive destination for financial professionals.
